I'm pretty sure you're referring to 1.3 and 1.4v here, as 2.4v is just excessive. Heat production generally rises with voltage squared, so an increase of a factor 2 in voltage would result in an increase of a factor 4 in heat (aka your 100ish w tdp cpu would produce 400w - very little air coolers can keep that below 100C)
