Oh, lol, now i know: you packed them with WinRar (wrong archive format). An .iwd is a zip-file. Download 7z to pack your mod.
To test the archive format, just drag&drop the .iwd in Notepad and look at the first letters.

You don't need any additional programs to create an IWD file. Just uncheck "hide extensions for known file types" in folder options, and create a new Windows .ZIP file. Right click on it, and then rename the file extension to .IWD. Job Done! No extra programs necessary.
To open and manage IWD files, just use WinRaR - just associate the IWD files with WinRaR and away you go!

7z is faster to work with and is just an extra program like WinRaR is:
- just select the files
- press right-click
- click 7-Zip
- click "Add files to <parent folder name>.zip"
- mark new .zip-file and press F2 to rename the extension
Yeah, the hidden extensions are annoying. Thats the first thing i deactivate on a new computer. This option is preventing a lot of beginners to work with files.
Reducing the string-length of fs_game also reduces the chance of an error.
