No, obviously you cannot kick the host as the server and host are one and the same. If you kicked the host, the server would end.
I looked through the DM gametype file in the PAM mod you linked to and found that the scorelimit code has been commented out (made blank). Which means you can easily edit it back to being active.

It is possible to be in axis/allies team and be spectator.
You can do this by setting self.sessionstate from playing to spectator. (and reverse too in order to rejoin the game)
