It's an old trick to prevent you from downloading .gsc-files, for servers without libcod (prevents non-.iwd downloads).

Nope, the Master Server can never update a game executable. It must be for another reason. Check in your player config file (config_mp.cfg) and make sure you have the dvar for downloads set to 1:

seta cl_allowDownload "1"

REMEBER - every single fs_game folder (= mod folder), as well as the "main" folder, has a copy of the player config file. Sometimes the dvar gets turn off in 1 folder, and not others. I've had it happen to me many times.
