It depends what you want to do. Do you have an existing website that you want templates for? Or are you thinking of your first time website? Which type of website do you want? A forum? Which backend do you want to use? There are quite a few free ones you can use, such as phpbb, Tiny Machines, Joomla, etc. You can get free templates for all of these.

You need to be clear about what it is you are looking for.

BTW - if you just want a forum, there are free forums already setup for you to use. Just pick your template (pre-installed already) and away you go. Here is a link to one I have used in the past:
