Paint Skin Weight tool doesnt apply

Hello, I'm making a model but the rigging didnt go well in some parts. So I use the paint skin weight tool. I correct everything for some parts. But when I go to another bone and then go back to the edited one, the painting is done. I can start again then. How can I solve this?
    Here is the example
1: I use the tool on the right leg.
2: I click on the left leg
3: I click on the right tool and nothing has changed

i got the same issues, im not a modeller, but i did it this way to avoid this:
    - never ever use another method than ADD for weight painting
    - attach skin to only one bone in maya (auto rigging) and set dropof to 7 or so
    - go from the outter most bone to the inner most (finger to spine)
    - paint the outter most bones more and override the paint with the innermost (paint head + neck, after that overpaint the neck with the spine or so)
    - maya assigns to every vertex a paint-value of 1.0
    - you can toggle hold the weights on the bones
    - set paind draw scale to 0.0001 to see clearly when some vertices got assigned with small paint to a wrong bone
