if player say : !admin
Console Say : Admins on this server NAME & NAME ...

if player say : !rules
Console Say : Server Rules ....

There are tools for it, like B3.
But from CoD2 itself u can't let the Server read the chat.
For that you need to use an extension thats avaiable at Kung's servers.
