Disable Spawn ?

in search and destroy
when game start
after a while if a new player join the server he cant spawn until end of the round
I need some help to do that on a free for all
I want to build a mod and i want to disable spawn after some minutes
Ive already use a script use change team but its not so good
if some one can help me , ill be really appreciated
