allow download problems cod2 1.3

Hi all,

I decided to open a server on cod2 1.3. I used to host on 1.0 and made my mod suitable for 1.3. However, when I connect I can't download the mods. It just skips the download part and connects me to the server immediatly. What are the 1.3 config settings? I dont have website download.
