I wonder if it is possible to insert a different color from the offered.I wish that instead of the offered colors of red, green, yellow, blue ... In order to choose for example the orange etc. And it was under a different number, for example ^12 and etc.

Where is the file where it can be changed?

There is no way to change or add colors in CoD2.
The only thing you can change is the colors that appear for allies (^8) and for axis (^9) via g_teamcolor_<team> R G B A

g_teamcolor_allies 1 1 1 1
g_teamcolor_axis 1 1 1 1

This will change also the default team-color in the killfeed
