Opens the closed ports, tried to open the ports, it is pointless!
Open port the provider, a router, through the sites. It did not help! (Ports are still closed)
Maybe someone else faced this problem ??

Do you use +net_ip with that ip? Maybe just try +set net_ip 127.0.0.1
    timescale 0.01

Sounds like a standard router problem: you need to open the ports for COD - that's for TCP/IP as well as UDP. If you don't know how, visit any networking forum which have tutorials on how to do it.

EDIT - if this is a rented server, it is up to your host to do all this. And if they can't or wont do it, take your business elsewhere. Find a host who is professional enough to know that open ports for gaming servers is absolutely necessary.
